The City of Eagle River adopted Policy Resolution #1074 approving a Trap-Neuter-Return (TNR) Policy for the humane management of the feral/community cat population on February 10, 2026. Trap-Neuter-Return is a widely used, humane method of managing feral cat populations.  Cats are humanely trapped, spayed or neutered by a licensed veterinarian, ear-tipped for identification, and returned to their original colony. This process prevents further reproduction, reduces nuisance behaviors, and stabilized the population over time.
