Sec. 78-92. – Excavations  (b)  Permit issuance. No permit shall be issued for excavation in any street, alley, right-of-way or public ground in the city from November 10 to April 5 or until frost is completely out of the ground, except in the event of an emergency. Emergency situations shall be determined by the director of the department of public works. No further permits shall be issued to an applicant or contractor to do excavation in the streets, alleys, rights-of-way or public grounds in the city until all previous such work has been completed in a satisfactory manner and meets all specifications that are required.
